Trafficked tribal girls from Jharkhand falling prey to pornographers

Tribal girls trafficked from Jharkhand could be forced into pornography to cater to a global demand for their dark complexion, police and activists have said, highlighting the ordeal of thousands of women preyed upon by organised cartels in the state.

Both police and activists also cited revelations by rescued victims and growing evidence to claim that there was a strong possibility of traffickers being involved in the business of making pornographic films which are then sold to adult websites.

Thousands of tribal girls, most of them minors, are trafficked from Jharkhand’s villages to bigger cities across the country every year to work as domestic help and sex slaves. These children are often subjected to physical and sexual torture, leading to serious ailments and even death at times.

मासूमों का चहकना लोगों को नए उत्साह से भर देता है, लेकिन झारखंड जैसे नक्सल की मार झेल रहे प्रदेश में बच्चों की तस्करी भी बड़े पैमाने पर होती है। जिस उम्र में बच्चे अपनी आजादी को पूरी तरह से जीना चाहते हैं, उसी समय मानव तस्करों की काली नजर इनका बचपन छीन लेती है। राज्य के कई जिले ऐसे हैं जहां बड़ी संख्या में लड़के और लड़कियां संगठित तस्करी का शिकार होती हैं। उन्हीं बच्चों की मुस्कान वापस लाने के लिए रांची की एक संस्था पिछले 14 सालों से काम कर रही है। वर्ष 2012 से अभी तक इस संस्था ने 543 बच्चों को मुक्त कराया है। अधिकांश बच्चे दिल्ली से बरामद हुए हैं। यह संस्था बच्चों को बरामद करने के बाद उन्हें ट्रेनिंग देती है और 18 वर्ष होने के बाद उन्हें रोजगार देती है।

रांची : अपना बच्चा पाने की आस में नि:शक्त महिला कोर्ट परिसर में कई दिनों से भटक रही थी. उसे किसी ने बता दिया था कि कोर्ट ही तुम्हें बच्चा दिलायेगा़.

बताया जाता है कि सात दिन पहले उसने कोतवाली थाना स्थित एंटी ह्यूमन ट्रैफिंकिंग सेंटर में प्राथमिकी दर्ज करायी थी़ एंटी ह्यूमन ट्रैफिंकिंग इकाई से केस अरगोड़ा थाने को भेजा गया था़ पुलिस को महिला ने आरोपी का पता भी बताया था, लेकिन पुलिस ने मामले में गंभीरता नहीं बरती. उसका बच्चा मिल जाये, इसी आस में वह हर दिन कोर्ट परिसर पहुंचती थी, लेकिन वहां पुलिसकर्मी उसे भाग देते थे. वह अधिवक्ताओं से बच्चा दिलाने की गुहार लगाती थी़ प्रभात खबर में खबर प्राकाशित होने के बाद जिला विधिक सेवा प्राधिकार, रांची (डालसा) उस महिला की मदद के लिए सामने आया.

एंटी ह्यूमन ट्रैफिकिंग युनिट यानी हाथी के दांत!

रांचीः मानव तस्करी पर नियंत्रण के लिए जिला स्तर पर बनायी गयी एंटी ह्यूमन ट्रैफिकिंग यूनिट एएचटीयु क्या हाथी दांत बनकर रह गयी है? झारखंड के आठ जिलों में बने एएचटीयु में से कुछ को छोड़ दें तब बाकी की स्थिति कुछ ऐसी ही है। चैंकाने वाली बात यह कि नियम कानून की पेचिदगियों के कारण 2015 में झारखंड में मानव तस्करी और गुमशुदगी से संबंधित केवल 152 मामले दर्ज किये गये हैं और जिस एएचटीयु को इलाके में सक्रिय ट्रैफिकर्स का डेटा तैयार करने की जिम्मेदारी दी गयी है तकनीकी खामियों के कारण वो इस काम को नहीं कर पा रहा है। और तो और बच्चों को मुक्त कराने के लिए एएचटीयु की जो टीम दूसरे राज्यों में जाती है उसके पास पर्याप्त संसाधन नहीं होते इसलिए उनमें ऐसी कार्रवाई के दौरान रूचि का भी अभाव दिखता है। यह बात एएचटीयु से जुड़े कुछ अधिकारियों और मानव तस्करी पर काम कर रहे स्वयंसेवी संस्थाओं से बात करने के बाद सामने आयी है। इन सवालों का जवाब ढूंढ़ते हुए न्यूज विंग ने जब पड़ताल शुरू की तब कई तथ्य सामने आये।

सबसे पहले यूनिट के हाथी का दांत होने की बात को हाल की एक घटना से इसे समझने की कोशिश करते हैं। रांची के बुंडू प्रखंड में किसी परिवार का बच्चा गुम हो जाता है। इस परिवार को थाने में शिकायत करने के लिए बुंडू नहीं, वहां से 33 किलोमीटर दूर रांची में बने एएचटीयु आना पड़ेगा क्योंकि एएचटीयु योजना में जिला स्तर पर इसे स्थापित करने का प्रावधान किया गया है। इसी युनिट में बच्चे के गुमशुदा हाने की शिकायत दर्ज की जायेगी। तब जाकर इस मामले की जांच के लिए बुंडू थाना के ही पुलिसकर्मी जांच अधिकारी बनाये जायेंगे। उसके बाद ही इस मामले की जांच शुरू होगी। अब इस घुमावदार रास्ते की परेशानियों से बचने के लिए बच्चों या किसी महिला के गुमशुदा हो जाने की स्थिति में ग्रामीण प्राथमिकी दर्ज कराने के झंझट से बचना चाहते हैं। परिणाम स्वरूप मानव तस्करी या बच्चों के लापता होने के अधिकांश मामले दर्ज नहीं किये जा रहे हैं और आंकड़ों में अंतर भी दिखता है।

पिता-पुत्र ने किया दुष्कर्म, बच्चे पैदा कर दिया बेच, बाद में तोड़ दी कमर

रांची : राजधानी में एक महिला के साथ जो कुछ हुआ, उसे वह सारी जिंदगी भूल नहीं पायेगी. उस महिला के साथ पिता-पुत्र ने न सिर्फ दुष्कर्म किया, बल्कि बच्चा भी पैदा करवाया और उसे दूसरे से बेच दिया. इतना ही नहीं बच्चे की मां का पैर व कमर तोड़ दिया.आखिरकार वह भीख मांगने को विवश हो गयीं. दीया सेवा संस्थान को सोमवार को कोर्ट परिसर से वह महिला मिली. महिला को फिलहाल लेक रोड स्थित उसके एक रिश्तेदार के घर में पहुंचाया गया है.

दीया सेवा संस्थान की सचिव सीता स्वांसी ने बताया कि महिला की उम्र करीब 20-22 साल है. महिला का मायके डोरंडा के घाघरा में और ससुराल इटकी में है. कुछ साल पहले उसकी शादी हुई थी. शादी के बाद उसका पति मजदूरी के लिए बाहर चला गया. इसी दौरान राजू नामक एक युवक उसे बहला कर कडरू ले आया.

मानव तस्करी का दंश झेलती झारखंड की युवतियां

रांची : रोजगार के नाम पर कई प्लेसमेंट एजेंसियां झारखंड के ग्रामीण आदिवासी बहुल इलाकों के अशिक्षित तथा कम पढ़ी लिखी किशोरी व युवतियों को बड़े शहरों व महानगरों की राह दिखाती है.

प्रलोभन व गरीबी की मार ङोल रही ये युवतियां इनके झांसे में आकर बिचौलियों व अन्य असामाजिक तत्वों के चंगुल में फंस जाती हैं. कहा जा सकता है कि झारखंड में मानव तस्करी का पांव बड़े स्तर तक पसरा हुआ है. इसका सबसे ज्यादा असर झारखंड, बिहार और पश्चिम बंगाल जैसे राज्यों में पड़ रहा है. मानव तस्करी का मुख्य उद्देश्य यौन शोषण व बंधुआ मजदूरी रहा है़

झारखंड में क्यों बढ़ रही है मानव तस्करी : प्राकृतिक खनिज संपदाओं से संपन्न होने के बाद भी झारखंड की जनता गरीबी का दंश ङोल रही है. पिछड़े व आदिवासी समुदाय, जिसे न तो पर्याप्त शिक्षा मिल पा रही है और न ही रोजगार के अवसर. ऐसे में एजेंटों के प्रलोभन, बनावटी दिखावा और वादों के फरेब में आकर बिचौलियों के चंगुल ये फंसती चली जाती हैं इस प्रकार के कार्यो में अधिकांशत लोकल एजेंट संलिप्त होते हैं

It’s rags to riches for Jharkhand’s traffickers

RANCHI: The lure of fast cash has made human trafficking a lucrative business and traffickers from Jharkhand, all of whom come from remote villages, operating in northern states, especially the capital, laugh all the way to the bank within years of joining the network.

The arrest of at least four prominent traffickers in the past two years and their statements to investigating officers reveal the easy money trail. Pannalal Mahato, Baba Bamdev, Akash Rathi and the recently arrested Lata Lakda own properties worth crores in Delhi, police said. Lakda, who went to Delhi in 2000 to work as a domestic help, told police that she had made crores by trafficking 1,500-2,000 girls from Khunti. She got into the network in 2003 and was arrested from Ranchi's Chanho block on June 22.

Ranchi, June 27: She wore glittering clothes and heavy gold ornaments befitting her crorepati status, strutting around saying no one could dare touch her as she could buy anyone with money.

That's how Chanho remembers its infamous celebrity Lata Lakra (35), alleged maid-turned-trafficker, who was arrested on June 22 over charges of smuggling girls, mostly minors.

Whistleblower NGO Diya Seva Sansthan puts the figure at over 1,500 in the last decade and police tend to concur.

Lakra may well be eating her words in jail.

The Chanho resident, who went to Delhi in 2000 as a maid and thrived there "placing" girls, has built a formidable empire if her landed property on home turf is any indication, which Aradhana Singh, the Khunti anti-trafficking head who arrested her, calls "only a fraction".

Minor girl rescued from lecturer’s home

Ranchi: A minor girl who was working as a domestic help in the house of a lecturer of a local college was rescued by the local police and local NGO Diya Sewa Sansthan late on Friday night after allegations of severe beating and torture by her employer. The rescue operation was undertaken after directions from the Child Welfare Committee (CWC).

On Saturday, the girl who has been sent to a shelter home was treated at a local hospital for her injuries. Baidynath of the Diya Sewa Sansthan said the child was a native of Mahuatar in Latehar district and was brought to Ranchi by an acquaintance of the lecturer two years ago. Since then, she had been working both at the lecturer's house and that of her father's too.

Ranchi, April 18 : Ranchi police last night rescued a 13-year-old domestic help working for a professor of English at St Xavier's College hours after the minor girl called up a childline number alleging her employer physically abused her.

The Latehar girl, found with several marks of injury on her body, stayed at the residence of college teacher Mamta Chaudhary at Heritage Swarnrekha Apartment, Bariatu thana area, but was recovered from the woman's father's house in Morabadi.

So far, it is not clear if the 13-year-old accused Mamta or her father or both of beating her. Ranchi district child welfare committee (CWC) members say she is too scared to speak coherently.

After the victim called on the childline number 1098 yesterday afternoon, CWC and Ranchi NGO Diya Seva Sansthan contacted Sadar police station, which referred the matter to Bariatu thana. Bariatu police asked Mamta to hand over the girl. Mamta told police that the girl was at her father's house in Morabadi.

One of the 34 traffickers of tribal kids operating in the slavery belt – some of the remotest and backward areas of Jharkhand – is Nirmal Mahto. He was arrested from Ranchi station on a train to Delhi with four minor girls in 2012. However, in 2013, when he was produced in court, the absence of a public prosecutor helped him secure bail. Since then he has been untraceable.

Similarly, in yet another bizarre incident, the Delhi police raided the premises of several traffickers in Shakurpur on the night of December 25, 2012. Among those who were raided included two master traffickers in the police blacklist – Krishan Kumar Sahu and Manoranjan Sahu. While K K Sahu had human trafficking cases against him in Simdega and West Singhbhum, Manoranjan Sahu was being actively sought by anti-human trafficking unit in Khunti. 54 minor tribal girls and eight boys were found at their placement agencies in Delhi. rescued the kids and sent them home. The traffickers were not arrested nor was an FIR filed at the local police station in Delhi. The two of them are still at large.

The Jharkhand Police nabbed Panna Lal Mahto in October 2014 from a house in Delhi's Shakurpur locality. He is one of the 35 kingpins who operate a heinous network supplying Delhi homes with tribal kids who work unpaid for years. dna studied witness accounts, hand-written police notes, confession statements and documents recovered from Mahto's residence in Delhi to deconstruct his modus-operandi and of others like him.

Mahto states that he started off in 2003 with four girls from his village of Ganoliya who he placed as domestic helps for a sum of Rs 1,000 per month in Delhi. He earned his first commission of Rs 8,000 for the job. After 11 months, he sent them back instructing each girl to bring back three more from their neighbouring villages to Delhi within a month. "I also got in touch with people at churches and villagers who were willing to become my agents for little money," says Mahto in his confession

हर राज्य के अखबारों में बच्चों के गायब होने की खबर किसी ने किसी पन्ने के कोने में झांकती रहती है। देश बड़ा है। आबादी बड़ी है। संभव हो आपके आसपास कोई ऐसा नहीं मिले, जिसके बच्चे होश संभालने से पहले ही गायब हो चुके हो। इसलिए आपको जानकार थोड़ा आश्चर्य होगा, लेकिन हकीकत यह है कि आज देशभर में करीब .आठ सौ गैंग सक्रिय होकर छोटे-छोटे बच्चों को गायब कर मानव तस्करी के धंधे में लगे हैं। यह रिकार्ड सीबीआई का है।

राज्यके आदिवासी इलाकों से मानव तस्करी कर देश के अलग-अलग महानगरों में ले जाने का सिलसिला वक्त के साथ सिर्फ बढ़ा है, बल्कि और मजबूत हुआ है। मानव तस्करी के इस धंधे में प्लेसमेंट एजेंसियां खतरनाक रोल निभा रही हैं। इन एजेंसियों के लोग दिल्ली से लेकर झारखंड तक में फैले हैं। जो झारखंड के ग्रामीण इलाकों से लड़कियों और बच्चों को फंसाकर दिल्ली तक लाने, ठहराने और फिर किसी कोठी में नौकरी लगाने का पूरा ताना-बाना बुनते हैं। यह हकीकत है कि दिल्ली और झारखंड में करीब 400 गैंग सक्रिय होकर छोटे बच्चों, बच्चियों के मानव तस्करी कर रहे हैं। झारखंड से हर साल 30 से 35 हजार लड़कियां दिल्ली या फिर अन्य महानगरों में ले जाई जा रही हैं जिनका आर्थिक, मानसिक और शारीरिक शोषण हो रहा है।

रांची. झारखंड की बेटियां बिकती हैं। महानगरों में। कारोबार करोड़ों का है। इनकी कीमत भी एक हाथ से दूसरे हाथ ठीक वैसे ही बढ़ती है जैसे किसी उत्पाद की। पुलिस गिरफ्त में पन्नालाल महतो के खुलासे इसकी तसदीक करते हैं। ‘बेटी बेचवा’ पन्नालाल करोड़पति है। उस पर खूंटी जिले की कई लड़कियों को महानगरों की मंडी में बेचने का आरोप है। पन्नालाल अकेला नहीं। बेटियों के व्यापार में कई शामिल हैं। कुछ दिन पूर्व पुलिस को सौंपी गई रिपोर्ट में इस काम में लगी 240 प्लेसमेंट एजेंसियों का जिक्र है।

झारखंड के प्राय: हर गांव में ऐसे बदनसीब मां-बाप मिल जाएंगे जिनकी बेटी एक बार बाहर गई तो फिर लौटकर नहीं आई। लातेहार जिले की सुखमनी बिरजिया (बदला हुआ नाम) तो अब निराश हो चुकी है। बेहतर भविष्य के लिए सुखमनी ने बेटी को बाहर भेजा था। 2005 से वह बेटी का चेहरा देखने को तरस रही है। पहले तो कुछ दिनों तक बेटी का फोन आया, बाद में बंद हो गया। ऐसी कई कहानियां हैं। कुछ सामने आईं, असंख्य दबी हैं। लेकिन इस बड़े सवाल पर राजनीतिक दल मौन रहे। किसी की चुप्पी टूटी भी तो वह आश्वासन से आगे नहीं बढ़ पाई। विधानसभा के लिए हुए दो चुनावों में अब तक जारी घोषणापत्रों में भी इनका जिक्र नहीं है। उम्मीद है इस बार पार्टियों का घोषणा-पत्र इस संवेदनशील सवाल पर मुखर होगा।

चारदिनों की रिमांड पर मानव तस्कर पन्नालाल और उसकी पहली पत्नी सुनीता को पुलिस ने जेल भेज दिया। पिछले चार दिनों से दोनों खूंटी पुलिस की कस्टडी में थे।

दोनों से सीआईडी समेत कई जिलों की पुलिस ने पूछताछ की। शुक्रवार को जेल भेजे जाने से पूर्व पन्नालाल के परिजन उससे मिलने खूंटी थाना पहुंचे। पन्ना की बहन ने उससे पूछा कि थाना में पुलिस ने कहीं उसकी पिटाई तो नहीं की थी। इसके जवाब में पन्ना ने कहा कि उसे कौन पीट सकता है। उसकी पहुंच बड़े-बड़े लोगों तक है। वह कुछ ही दिनों में बाहर जाएगा।

पुलिस जांच में कई बड़े खुलासे
इधरपन्ना के खिलाफ मामले की जांच में कई बड़े खुलासे हुए हैं। मामले की जांच एंटी ह्यूमन ट्रैफिकिंग की प्रभारी इंस्पेक्टर आराधना सिंह ने की। उन्होंने बताया कि पन्ना लाल के साथ लड़कियों के सौदे के पीछे मानव तस्कर बाबा वामदेव भी रहा है। जांच में उसका नाम भी सामने आया है। वामदेव फिलहाल जेल में है।

Former Jharkhand Agriculture Minister Yogendra Sao, who was arrested in Delhi on Saturday, was reportedly hiding in the house of an alleged human trafficker who has at least one arrest warrant pending against him. Sao, a Congress MLA from Barkagaon, was arrested on a non-bailable warrant issued against him by a Hazaribagh court.

The warrant was issued after the leader of a banned outfit told the police that the minister had given him money, guns and bikes to begin his group, ‘Jharkhand Tiger’. Later, the arrested leader of another group — Jharkhand Bachao Andolan — also told the police that Sao supported his organisation. On Saturday, when Jharkhand’s CID and the Delhi Police came to arrest Sao in Shakurpur’s J J Colony, the alleged human trafficker,

Pannalal Mahto, was at home. The police teams reportedly interacted with him, but CID personnel did not arrest him. The police said the team was not aware of Mahto’s antecedents. “The CID team was not aware that this man had one or two warrants out against him. They will go back to arrest him,” DGP Rajeev

Kumar said, without giving a timeline for the arrest. Baidnath Kumar of NGO Diya Seva Sansthan, however, contradicted the DGP’s claims, saying that the CID had contacted him beforehand for Mahto’s details. Kumar’s NGO meticulously documents human trafficking cases in the state and has earlier been consulted by the CID for data. Aradhna Singh, the officer in-charge of Khunti district’s anti-human trafficking unit, has

confirmed that there are four cases pending against Mahto. “The warrant against him and his wife Sunita Devi was obtained only

ahead of (Durga) Puja and we were preparing to conduct a search operation,” the sub-inspector said. “He runs his activities in the name of Pannalal Placement Agency, located opposite Subash Place police station in Delhi. He has always been a major

Trafficking kingpin, wife held in Delhi

Ranchi: Trafficking kingpin Panna Lal and his wife Sunita Devi were arrested in Delhi on Sunday morning and sent to Tihar jail.

A joint team of Jharkhand Police and Delhi Police (crime branch) arrested Lal and his wife and produced them in a court in Delhi. Later, they were sent to Tihar jail for the night.

Aradhana Singh, the anti-human trafficking unit (AHTU) head, who was leading the Jharkhand Police in Delhi, told TOI over phone, "We have managed

to arrest Panna Lal and his wife Sunita Devi. Both were wanted in several trafficking cases registered in Jharkhand."

Police will produce the duo in the court again on Monday to seek a transit remand and bring them to Jharkhand.

Panna's name surfaced following the arrest of another wanted human trafficker, Baba Bamdev, who was nabbed in Khunti in August this year. During interrogation, he had confessed to having strong links with Panna. He had also said he and Panna used to provide 'placement' to girls of Jharkhand in Delhi.

रांची : पति-पत्नी के बीच आपसी मनमुटाव की बात स्वाभाविक है। आपसी संवाद से शिकायतें आसानी से दूर हो सकती हैं। घरेलू हिंसा और दुष्कर्म के सवाल भीतर से मथते हैं। मन को आक्रोशित करते है। आत्मा को कचोटते हैं। दिल में ज्वाला पैदा करते हैं। इसे बर्दाश्त करना कायरता है। मैं इसके खिलाफ किसी भी हद तक जा सकती हूं। सीता स्वांसी कुछ ऐसी ही विचारधारा की हैं।

छोड़ दी कई अच्छी नौकरियां : सीता ने वर्ष 2004 में महिलाओं की पीड़ा को समझा और उसे महसूस किया। इनके अंदर जुनून है समाज की उन शोषित महिलाओं को उनका हक, अधिकार और मान-सम्मान दिलाने का। इतिहास में स्नातक की पढ़ाई पूरी करने के बाद इन्होंने कई अच्छी नौकरियां तक छोड़ दी। मन में कई उलझनें थीं। लेकिन, जब पीड़ित महिलाओं से इनकी मुलाकात हुई और उन महिलाओं ने खुलकर अपनी व्यथा सुनाई, तो मन-मस्तिष्क में हलचल-सी उत्पन्न हुई। सीता को अपने जीवन का मकसद मिल गया और पीड़ित महिलाओं को उनका हमदर्द।

रांची : झारखंड की बेटियों को दिल्ली में ले जाकर बेचने का आरोपी बाबा वामदेव भले ही जेल में है, लेकिन उसका कार्यालय अब भी खुला हुआ है. बिरसा चौक से हटिया स्टेशन जानेवाले रास्ते पर भगवान बिरसा ट्राइबल वेलफेयर सोसाइटी का कार्यालय है. सूचना है कि वामदेव की गिरफ्तारी के बाद भी उसके कार्यालय में लड़कियों को लाकर रखा जा रहा है. लड़कियां बाहर भेजी जा रही हैं.

ज्ञात हो कि अपराध अनुसंधान विभाग (सीआइडी) मानव तस्करी को बंद करने के लिए काम कर रही है, लेकिन जिलों की पुलिस अलर्ट नहीं दिख रही है. वामदेव का कार्यालय बिरसा चौक के पास है, इसकी सूचना जगन्नाथपुर पुलिस को भी है. खूंटी में गिरफ्तारी के बाद उसे जगन्नाथपुर थाने में ही रखा गया था और पूछताछ हुई थी. उसके बाद उसे लातेहार पुलिस ले गयी थी. सारी जानकारी के बावजूद लातेहार या जगन्नाथपुर पुलिस ने कार्यालय को बंद नहीं करवाया.

रांची. मानव तस्कर वामदेव को पुलिस ने गिरफ्तार कर लिया। जगन्नाथपुर और खूंटी थाना पुलिस ने संयुक्त रूप से छापेमारी कर बाबा वामदेव को खूंटी से पकड़ा। पूछताछ के बाद रविवार को उसे लातेहार पुलिस के हवाले कर दिया गया। वह लातेहार के महुआडांड़ थाना की कांड संख्या 3: 13 में नामजद है। उसके खिलाफ 26 फरवरी 2013 को मानव तस्करी के खिलाफ नामजद प्राथमिकी दर्ज की गई थी। जगन्नाथपुर थाना प्रभारी के अनुसार शनिवार की रात ही उसे पकड़ लिया गया था।

ऐसे पकड़ा गया बाबा वामदेव

पुलिस ने जब पहले वामदेव को पकड़ा था, तब कई हाईप्रोफाइल की बातें कर पुलिस को उसने चकमा दे दिया था। इस क्रम में पुलिस ने उसका मोबाइल नंबर रख लिया। मोबाइल के टावर लोकेशन के आधार पर शनिवार देर रात उसे खूंटी में दबोच लिया गया।

Ranchi: Jharkhand Police busted a human trafficking racket in the state on Thursday and rescued more than a thousand tribal labourers. These labourers were being taken to Tripura to work in brick kilns and factories there. Three accused in the trafficking are now in police custody.

NGO Diya Sewa Sansthan contacted police after receiving inputs about a human trafficking gang. Planning the raid along with Jharkhand Police, the NGO reached a bus station where all the workers had gathered to be taken to railway station. Police and NGO workers jointly managed to rescue around 1000 workers and nab three accused.

Member of Diya Sewa Sansthan Vaidyanath told Bhaskar News that the workers had been brought from Gumla, Lohardagga, Simdega, Latehar and other villages across the state. The workers belong t5o all age groups from kids to elderly people.

NEW DELHI: A shocking 99% of child labourers rescued in Delhi are originally from outside the city. More appallingly, due to a weak tracking mechanism to keep tabs on rehabilitation of the rescued children, they fall back into the same trade and end up getting sexually abused.

These facts were revealed by Delhi government's labour department in an affidavit filed recently before the Delhi high court on a plea filed by Save the Childhood Foundation to tackle the problem of child labour.

"At present, there is no tracing and tracking mechanism for rescued children, i.e. if a child is repatriated to his home state, there is no mechanism to trace him if he is once again trafficked to the capital. Inadequate and weak tracing and tracking mechanism has resulted in a number of cases of trafficked girls being sexually abused," said the labour department in its affidavit filed before a division bench of Chief Justice G Rohini and Justice R S Endlaw. The Delhi government sought directions from the court "to authorities to address the issue for better coordination with central database backup".

Child rights panel against amendments

NEW DELHI: National Commission for Protection of Child Rights (NCPCR) chairperson Kushal Singh has opposed the proposed changes to Juvenile Justice Act, saying it not be in the best interest of the child. "The amendments are moving away from the fundamental philosophy that the JJ Act is reformative rather than being punitive."

The Commission has asked the ministry to undertake wider consultations, as treating juveniles in conflict with law as criminals was unfair. "Most of the children who are in conflict with law are in need of care and protection. As a state, we have failed to provide them with that. We have not taken enough preventive measures but are resorting to punitive measures instead," Singh added. She said implementation, rather than gaps in the law, is the problem.

Delhi Commission for Protection of Child Rights (DCPCR) chairperson Arun Mathur was cautious in his reaction. "I feel there is nothing wrong in revisiting existing laws but any review should be done with the best interest of the child in mind. Views of experts and stakeholders must be considered before amendment," Mathur said.

नाबालिक गरीब आदिवासी लड़कियां इसके आसान शिकार बनाई जा रही हैं. काम दिलाने के नाम पर इन्हें राज्य और देश कि सीमाओं से बाहर के नगरों-महानगरों तक ले जाया जाता है, जहाँ ये अमानवीय स्थितियों में काम करने और जीने को अभिशप्त होती हैं. जिन घरों में ये काम के नाम पर कैद कर दी जाती हैं वहां उनके मालिक अमूमन इनके साथ कैसा बर्ताव करते हैं, यह आए दिन अख़बारों में पढने को मिलाता रहता है. इसे अलग से बताने की ज़रूरत नहीं है.

Teenage tribal girl travels to Delhi to help lead raid on placement agency

An 18-year old tribal girl Sunita Kumari (name changed) helped the Delhi police conduct raids on an illegal placement agency in Taimur Nagar near New Friends Colony (NFC) a year after she had been trafficked from Jharkhand to Delhi to work in the city. Earlier, this week the girl had travelled from Khunti in Jharkhand to Delhi with officials of Anti Human Trafficking Unit of her home district to help identify the personnel running the placement agency Mamta Placement Agency.

“Initially, Mukesh who ran the agency treated me alright and gave me responsibilities of staff at the agency. My work consisted of accompanying the girls and boys – many of them minors - to houses where we had placed them as domestic workers. But a few months later, Mukesh confiscated my mobile phone and broke it. When I said I wanted to leave, he threatened me saying he had all my school documents such as my class X certificates etc. Then I decided to plan an escape and also get my certificates back from him somehow,” said Sunita.

She said she had travelled from Delhi to Bihar with the other staff of the placement agency to a village they were visiting in Banke and fled from there to return to her village in Jharkhand. Three months after returning home, she approached the district labour department of the district and made a complaint about the Delhi-based placement agency. The labour department directed her to the district Anti Human Trafficking Unit and she traveled to Delhi with police officials and NGO Diya Sewa Sansathan.

Seven months after Phul Murmu (name changed), who used to work as a domestic help at Vasant Kunj, was rescued with signs of torture and physical abuse, she has complaint to the police of being pressured to sign documents against her will by two men. She made the complaint to the district police at Sahibganj in Jharkhand on Friday, where her family lives.

“On Thursday, two men came to my house at Atgama village. I had left with my mother to help in her work, lifting sand. They forced my sister to bring them to the river bed where we were working and asked me to sign documents, which I could not read. When I refused, they offered me money and then threatened me. They forced me to sign them,” Phul Murmu told The Hindu over the phone from Sahibganj, where she has been living in a hostel run by NGO Mahila Samakhya. “The girl made a complaint of being forced to sign documents by two men. We are investigating the matter,” said Sahibganj’s Superintendent of Police A.B. Ram.

‘Child Protection’ is about protecting children from or against any perceived or real danger or risk to their life, their personhood and childhood. It is about reducing their vulnerability to any kind of harm and protecting them in harmful situations. It is about ensuring that no child falls out of the social security and safety net and, those who do, receive necessary care, protection and support so as to bring them back into the safety net. While protection is a right of every child, some children are more vulnerable than others and need special attention. The Government recognizes these children as ‘children in difficult circumstances’, characterized by their specific social, economic and geo-political situations. In addition to providing a safe environment for these children, it is imperative to ensure that all other children also remain protected. This is because Child protection is integrally linked to every other right of the child.

Failure to ensure children’s right to protection adversely affects all other rights of the child. Thus, the Millennium Development Goals (MDGs) cannot be achieved unless child protection is an integral part of programs, strategies and plans for their achievement. Failure to protect children from issues such as violence in schools, child labour, harmful traditional practices, child marriage, child abuse, the absence of parental care and commercial sexual exploitation among others, means failure in fulfilling both the Constitutional and International commitments towards children

Verma Committee Report on Trafficking in India

1. We have dealt with issues regarding sexual offences committed on women and children in detail. We have also talked about the legal and policy changes needed to address the menace. However, these changes can only handle perceptible and tangible problems. Perceptible problems occur when offences are committed on perceptible people. One of the biggest areas of concern in our country (and around the world) pertains to offences committed silently and under the cloak of darkness on lakhs of poor children and women who are uprooted illegally from their recorded geographic co-ordinates and whisked away into anonymity; into a world of mirth and darkness.

This report will be incomplete without dealing with the heinous offence of trafficking of humans, whether it is of children or women for various purposes, understated as immoral but in reality heinous. It now stands undisputed that one of the main reasons for human trafficking is for Commercial Sexual Exploitation (CSE) of these children and women. This view has been reaffirmed by the Supreme Court in the decision of Bachpan Bachao Andolan v. Union of India. Offences committed initially on them never come to light. Over time the sexual abuse becomes part of their life. It then gets termed as prostitution and then the abuse borders on being consensual. It is this vicious circle of missing children/women- The Committee was extremely moved after listening to the above narrations.

As far as the trafficking of these children is concerned, the law seems to lag behind social realities. The only law in India dealing with offence of trafficking is the ITPA apart from the IPC, the latter having many provisions which may be employed to deal with different aspects of trafficking. Ironically though, the term ‘trafficking in persons’ is nowhere defined in our law. It has been however defined in the United Nations Palermo Protocol as :

In the most recent of recurring cases of minors trafficked from rural areas to work as domestic workers in the city, a 14-year old Adivasi girl from Jharkhand was rescued from Kashmiri Gate on May 5 after she left her employer's house in Chandigarh. Despite a Supreme Court order last January followed by a Home Ministry directive in July 2013 that complaints of all missing children be immediately registered as FIRs, Jharkhand police or Delhi police are yet to do this.

The girl Ritika Mundu (name changed) told the CWC that she had been brought to Delhi by a woman Phaguni Mundu from her village in Khunti in Jharkhand last month. She had been taken to Chandigarh to work as domestic worker where she was beaten regularly and not allowed to contact her family. She narrated that her employers had thrown her out of their house on May 4 after which she caught a bus to Delhi. She was spotted crying and in distress by vendors near ISBT who then alerted the Kashmiri Gate police chowki, who in turn informed the NGO Shakti Vahini.

Ritika Mundu, who has been sent to a children's shelter home, was carrying an Aadhaar card which revealed her father Kunwar Mundu's name and her address in Hetgaon village in Khunti's Murhu block. Her father works as a farm labourer.

Considering the consistent recurrence of rape incidents all over the country, the Supreme Court has ordered fast tracking the procedure for recording statements of the victim and witnesses.

Giving a series of directions, a Bench of Justices Gyan Sudha Mishra (since retired) and V. Gopala Gowda said “upon receipt of information relating to the commission of offence of rape, the Investigating Officer shall make immediate steps to take the victim to any Metropolitan/preferably Lady Judicial Magistrate for the purpose of recording her statement under Section 164 Cr.P.C.”

The bench emphasised that the recording of evidence of the victim and other witnesses multiple times ought to be put to an end which was the primary reason for delay of the trial. It said “We are of the view that it is high time such measures of reform in the Cr. P.C. be introduced after deliberation and debate by the legal fraternity.”

आप यकीन करेंगे कि आज के इस दौर में भी बैल और सेकेंड हैंड स्कूटर से सस्ती कीमत बेटियों की है? क्या आप यकीन करेंगे कि आज के इस दौर में भी बड़े-बड़े शहरों और महानगरों में बेटियां खरीदी और बेची जा रही हैं? बाकायदा दुकानों में इंसानों की मंडी लग रही है? यकीन नहीं आता ना?

जी हां, देश की बेटियां बिक रही हैं. देश की ‘गुड़िया’ बिक रही है. देश की लाडली बिक रही है. ना सिर्फ बिक रही है बल्कि बेहिसाब बिक रही है. गलियों में बिक रही है, दुकानों में, गांवों और शहरों में बिक रही है.

Every second child in the country is malnourished, according to the National Family Health Survey -III. Yet, the issue, described by Prime Minister Manmohan Singh once as a “national shame”, hardly finds any mention in the manifestos of the country’s major political parties. In fact, children’s issues only get a meagre 11 per cent weightage in the manifestos of the top 10 parties.

These are the findings of a study conducted by Child Rights and You (CRY), an NGO dealing with child rights. “Children constitute one third of the country’s population, yet they remain one of the most neglected segments by our political parties because they do not form a vote bank. It is disappointing to see grave issues like malnutrition do not even gain an adequate mention in their manifestos,” Puja Marwaha, CRY CEO, said.

According to the study, while only four parties — Congress, CPI, CPI(M) and NCP — have spoken about measures to reduce malnutrition, the BJP is the only party to show commitment to eradicate malnutrition on a mission mode.

उसकी आंखों में दर्द भी है और आक्रोश भी। मात्र 12 साल की उम्र में उसने अब तक जो सहा, वह है भी दर्दनाक। आक्रोश उनके खिलाफ, जो अपने थे, पर शोषण के गर्त में झोंकने में जरा भी नहीं झिझके। अब एक ही सवाल है उसका, क्या बेटी होना इतना बड़ा गुनाह है?

सिसई के गांव आनंदपुर सेंइदा की सिलिया को उसकी ही मौसी ने कुछ रुपयों की खातिर दिल्ली में बेच दिया। दिन-रात जानवरों की तरह काम करना, फिर भी पेट भर भोजन न मिलना और जरा-जरा सी बात पर मालिक की मार खाना। तीन साल तक हर दिन उसकी यही दिनचर्या थी। फिर जैसे-तैसे भागकर रांची पहुंची। गांव खबर भेजी, पर मां-बाप ने उसे पहचानने से ही इनकार कर दिया। आज करीब सात महीने बीच चुके हैं, लेकिन माता-पिता उसे लेने ही नहीं आते।
सिलिया आज स्वयंसेवी संस्था दीया की संचालिका सीता स्वांसी के साथ रहती है। स्कूल भी जाती है, पर हर दिन इंतजार होता है कि आज मां की ममता जागेगी, पिता का प्यार उमड़ेगा और वे उसे लेने आएंगे। सिलिया कहती है कि मुझे नौकरानी की तरह तीन साल तक काम करने का दुख नहीं है।
दुख ये है कि सगे चाचा ने दिल्ली भेज दिया, अपनी मौसी ने बेच दिया और आज मां-बाप ने भी मुंह मोड़ रखा है। पर, जब बड़ी हो जाऊंगी और कुछ बन जाऊंगी, तो इन लोगों इनकी गलतियों का अहसास जरूर कराऊंगी।

लड़कियों के तस्कर ने दिल्ली में की थी व्यवसायी की हत्या

रांची : वह झारखंड की मासूम बेटियों का सौदा करता था। वह उन्हें दिल्ली ले जाता था और उन्हें अपनी हवस का शिकार बनाता था। मानव व्यापार में जब उसकी पोल खुली तो वह रांची में पकड़ा गया था। कोर्ट में गवाही नहीं होने से रांची के होटवार स्थित सेंट्रल जेल छूट गया। इसके बाद दिल्ली में एक व्यवसायी की हत्या कर दी। दिल्ली पुलिस ने उसे हत्या के जुर्म में गिरफ्तार कर जेल भेज दिया है। जेल जाने वाला आरोपी 38 साल का रवींद्र कुमार राठी उर्फ आकाश राठी मूल रूप से हरियाणा के झज्जर जिले के बहादुरगढ़ सदर थाना क्षेत्र के भपरोदा गांव का रहने वाला है।

जेल जाने वाले रवींद्र पर इस बार दिल्ली के राजौरी गार्डेन निवासी एक व्यवसायी जितेंद्र लांबा की हत्या का आरोप लगा है, जिसमें उसकी गिरफ्तारी हुई है। उसने वर्ष 2003 में कुरुक्षेत्र यूनिवर्सिटी से स्नातक किया था। वर्ष 2000 में वाहनों की खरीद-बिक्री में एजेंट का काम करता था। वर्ष 2002 में उसने शादी की थी। उसे तीन बच्चे भी हुए। उसके बाद उसने पुन: एक दूसरी महिला से शादी की और उसके साथ नागलोई में किराए पर रहने लगा। रवींद्र ने नांगलोई में गुडविल प्लेसमेंट एजेंसी शुरू की और घरेलू कार्यो के लिए झारखंड की मासूम बच्चियों का सौदा करना शुरू किया।

जगन्नाथपुर थाने से भेजा गया था जेल

रांची के जगन्नाथपुर थाने से 28 जुलाई 2011 को मानव व्यापार के केस में पहली बार रवींद्र कुमार राठी उर्फ आकाश राठी गिरफ्तार कर जेल भेजा गया था। उसके खिलाफ हरियाणा के झज्जर में दो कांड, दिल्ली के निहाल विहार थाने में आ‌र्म्स एक्ट और जगन्नाथपुर थाने में आ‌र्म्स एक्ट से संबंधित मामला दर्ज है।

Minor flees from remand

A 14-year-old pregnant girl, ‘rescued’ by Hatia GRP on April 22, escaped from a transit home near Ranchi Lake in the small hours on Sunday reportedly to live with men who assaulted her sexually, child welfare authorities claimed.

Though her story is sketchy, it is a pointer to the endless trauma that trafficked teenage girls go through.

The fatherless minor, originally from Sahir Sarnatoli village, Nagri police station area, was taken to New Delhi by a placement agency broker some months ago.

She was spotted at Hatia station some six weeks ago by two auto drivers identified as Raju and Ravi, who allegedly took her to their room in Kalyanpur locality, held her captive for over a month and gang-raped her.

They dumped at Hatia station on April 18 evening apparently when she became pregnant.

Then, other auto drivers tried to take “advantage”.

On April 21, at first, Hatia GRP simply chased her away, and she reached Ranchi station. There, the GRP shunted her to Hatia counterparts, who finally, handed her over to Diya Sewa Sansthan on April 22, where she stayed for two days, said Diya Sewa Sansthan secretary Sita Swansi.

As child welfare commission members directed Anchal Shishu Ashram to take over her upkeep, the girl was shunted there on April 24.

The panel’s chairperson K.P. Sinha added the girl was repeatedly heard saying that she wanted to go back to live with Ravi, who had “promised” to marry her.

“We assured her that her wish to marry Ravi could be given sympathetic consideration. But she escaped from Anchal Shishu Ashram at 1.30 am today,” said Sinha.

The incident puts a big question mark over security at rescue centres. Insiders believe the accused auto drivers executed the girl’s escape to evade arrest.

“This is a big social problem in Jharkhand,” said SSP Saket Kumar Singh.

रांची की किशोरी से दिल्ली में अमानवता की हद

रांची की एक 13 वर्षीया किशोरी से दिल्ली में अमानवीय व्यवहार किया गया। उसे सलाखों से दागा गया, उसे गर्म तवा व छड़ से जलाया गया। इससे उसके हाथ, पैर व पीट में गहरे जख्म हो गए हैं। दीया सेवा संस्था के सदस्यों ने उसे सीआइडी के आइजी अनुराग गुप्ता के पास पहुंचाया, जहां पूरी बात सुनने के बाद आइजी ने लालपुर थाने को प्राथमिकी दर्ज करने का आदेश दिया।

लड़की सदर थाना क्षेत्र के लालगंज निवासी जुगनी मिंज की पुत्री है। उसने बताया कि डेढ़ साल पहले तक वह सरकुलर रोड के होटल लैंडमार्क के समीप रहने वाले दीपक भट्टाचार्या के यहां नौकरानी थी। दीपक भट्टाचार्या ने उसे (लड़की को) डेढ़ साल पहले अपनी बेटी-दामाद के पास भेज दिया।

करीब तीन महीने पहले लड़की दिल्ली से भागकर रांची आ गई। उसने अपने साथ हुई घटनाओं का जिक्र किया और बताया कि कैसे उसके हाथ, पैर व पीठ को गर्म तवा व रॉड से जलाया गया। मामला दीया सेवा संस्थान के पास पहुंचा। संस्थान के बैजनाथ, सीता स्वांसी आदि उसे लेकर सीआइडी पहुंचे। चूंकि मामला लालपुर से जुड़ा हुआ है, इसलिए लालपुर थाने में मारपीट, बाल श्रम व एससी/एसटी अधिनियम में प्राथमिकी दर्ज की गई है।

रांची : मिसिंग चाइल्ड हेल्पलाइन की पहल फागुरी बिरुआ 10 वर्ष बाद अपने घर लौटेगी। हेल्पलाइन के जरिये जमशेदपुर की समृधि संस्था के अनिल कुमार ने फागुरी और उसके घर के बारे में जानकारी जुटायी और अब उसे वापस लाने का प्रयास किया जायेगा। दरअसल, आइजी अनुराग गुप्ता को महिला विकास मंडल की अरुणाबेन ने सूचना दी थी कि अहमदाबाद के अमरेली जिला में झारखंड की एक युवती है, जिसके परिवार के बारें में कोई जानकारी नहीं है। वह गुजरात पुलिस को घूमती पायी गयी थी, जिसके बाद उसे महिला गृह में भेज दिया गया था। उन्होंने उसे झारखंड वापस भेजने का निवेदन आइजी से किया था। यह जानकारी दीया सेवा संस्थान को दी गयी, जिसके बाद अनिल कुमार ने फागुरी के बारे में पता लगाया।

फागुरी जमशेदपुर के परसुडीह थाना क्षेत्र के सलगाजोडी गांव की रहनेवाली है। उसे दस वर्ष पूर्व ही यहां से कोई ले गया था। फागुरी की एक बेटी प्रिया मुंडा, जमशेदपुर में अपने मामा के साथ रहती है और नौकरानी का काम करती है। आर्थिक रुप से गरीब परिवार की फागुरी ने दूसरी शादी की थी। फागुरी की उसकी नानी से बात करवा दी गयी है।

मानव तस्करी के जाल में फंसती आदिवासी युवतियां

अनीता की उम्र महज 14 साल है. सिर से पिता का साया कब उठा, याद नहीं. सितंबर महीने में कथित मानव तस्कर इस आदिवासी बाला को बहला-फुसला कर दिल्ली ले गए थे. दीया सेवा नामक ग़ैर सरकारी संस्था ने दुश्वारियों से बचा तो लिया, लेकिन भविष्य क्या होगा,

इस मासूम को नहीं पता. उन्हें तो बस इतना भर पता है कि दूसरे के खेतों में दिहाड़ी मजदूरी करेंगी तो ख़ुद का, बूढ़ी-लाचार माँ बिरंग होरो और तीन छोटे भाई-बहनों का पेट भरेगा.

हम उनके गाँव गए तो पता चला कि गाँव से दूर एक खेत में वो काम करने गई हैं.
पगडंडियों से चलते हम उस खेत तक पहुंचे, जहाँ अनीता (बदला हुआ नाम) खेत में मजदूरी कर रही थीं.
दर्द भरी कहान

रांची। संवाददाता। कमाने की चाहत में साल 2009 में संध्या (बदला नाम) दिल्ली गई। लातेहार के महुआटांड़ तंबाटोली निवासी संध्या को उसकी पड़ोसी सविता झांसा देकर ले गई। साथ में इलाके की पांच अन्य लड़कियां भी थीं।

लेकिन दिल्ली पहुंचते ही शुरू हो गई ज्यादती। अब संध्या रांची लौटी है तीन माह का गर्भ लिए।

18 साल की संध्या को शुक्रवार को दीया सेवा संस्थान द्वारा महिला थाने ले जाया गया, जहां उसने अपनी आपबीती सुनाई। अब पुलिस इसकी काउंसिलिंग में जुट गई है।

बाबा बामदेव की एजेंसी में करती थी कामसंध्या ने बताया कि दिल्ली में वह बाबा बामदेव की एजेंसी में काम करती थी। एजेंसी का दफ्तर पंजाबीबाग में है। बाबा बामदेव और शविाराव स्वयंसेवी संस्था द्वारा वहां प्लेसमेंट एजेंसी का धंधा चलाया जाता है।

लेकिन उसे काम के एवज में कभी पैसे नहीं मिले। संध्या ने बताया कि बाबा बामदेव की एजेंसी में ललन पंडित उसके संपर्क में आया। ललन ने उसकायौन शोषण किया और शादी करने का झांसा दिया। कुछ महीने पहले संध्या भागकर रांची आयी थी। तब शादी की बात कर ललन ने वापस उसे दिल्ली बुलाया। लेकिन वह गई तो ललन दिल्ली से गायब था। डोरंडा थाने पहुंची थी बुधवार को संध्या दिल्ली से रांची आयी। रांची स्टेशन से निकलकर वह भटकते हुए डोरंडा पहुंच गई। इसके बाद डोरंडा पुलिस ने दीया सेवा संस्थान से संपर्क किया। शुक्रवार को दीया सेवा संस्थान के बैजनाथ कुमार उसे लेकर महिला थाने पहुंचे। महिला थाने की पुलिस ने स्टेशन डायरी इंट्री कर काउंसिलिंग की कोशशि शुरू की है।

Jharkhand girls rescued in Delhi

RANCHI: A team from the Jharkhand criminal investigation department rescued 84 people, including 48 from the state, from Delhi’s Sukurpur area late on Tuesday night. Those rescued, who included 28 minors, were reportedly trafficked from eastern states like Odisha, Assam and West Bengal. This is part of the Jharkhand CID team’s month-long endevour to track down trafficking agencies in Delhi, which work in the garb of domestic help recruitment cells. The team has already identified 20 such agencies.

“Of the 20 agencies, we raided three. We also raided four random agencies and rescued 84 persons in five hours,” said Baidyanath, member of Diya Seva Sansthan, an NGO. The rescued children will be taken to Child Welfare Committee (CWC), Delhi. “We will first take a transit from CWC (and) then bring the children home. The team will stay in Delhi for a few more days and raid other places,” said Baidyanath.

Of the 84 rescued, 28 children are from West Bengal, four from Chhattisgarh, three from Assam and one from Odisha. Seventeen-year-old Sukhmani, who is from Gumla, was recruited by Mahendra Placement Agency in Delhi. “I was brought here one year ago and they said I would be given a lot of money if I work as domestic help. During my one-year stay, I was not given any money and even beaten by my employees,” said Sukhmani. Julie Kumari, another teenager from Gumla, who was rescued from Gayatri Placement Agency, said, “I have been working in Delhi for the past three years and was never allowed to contact my family. They did not even pay me. The placement agency keeps all the money.”

The Jharkhand CID had sent the team – which included a DSP, two inspectors and one officer from the labour department – to Delhi on December 23 to identify recruitment cells which promise lucrative offers to jobseekers mainly from the hinterland.

“Members of NGOs Diya Seva Sansthan and Shakti Vahini, Delhi, and Supreme Court Advocate Ravi Kant coordinated with our team there,” said Anurag Gupta, IG CID.
